What is a Lead Risk Assessment?

A Lead Risk Assessment is an essential process designed to identify and address lead hazards in properties built before 1978. In Cleveland, rental properties must obtain a Lead Safe Certification to ensure they are free from lead-based hazards.

Why is a Lead Risk Assessment Important?

Lead exposure, especially in young children, can cause severe health problems such as developmental delays, learning disabilities, and other long-term issues. Protecting residents from lead hazards is a priority for the City of Cleveland, and conducting a lead risk assessment ensures your property is safe for tenants.

VISUAL INSPECTION

  • The lead risk assessor starts by visually inspecting the property.
  • Areas prone to lead hazards include windowsills, doorframes, and any areas with peeling or chipped paint.
  • Also checks for any bare soil present

LEAD DUST SAMPLES

  • Lead dust is often found in homes with deteriorating lead paint. The assessor collects dust samples from surfaces like windowsills, floors, and other areas that may be contaminated.
  • These samples are analyzed in a lab to determine lead levels.

LEAD RISK ASSESSMENT REPORT

  • After completing the inspection and testing, the assessor prepares a comprehensive report.
  • This report will detail any lead hazards and outline recommendations for remediation (e.g., removal or encapsulation of lead paint, dust cleanup, soil remediation).

WHAT HAPPENS IF YOUR PROPERTY DOES NOT PASS VISUALLY?

If the Risk Assessor finds areas of deteriorating chipping and peeling paint on the exterior or interior and deems it not ready to be tested, then we will let you know what needs to be done in order to come back and do the initial assessment

WHAT HAPPENS IF A LEAD DUST SAMPLE IS ABOVE THE THRESHOLD?

If the lab results come back with a fail(s), then a HUD Cycle clean must be performed and then a Clearance Exam is required to pass the property.
